Description

Is responsible for planning, negotiating, awarding and administering purchase orders and complex subcontracts for commercial items, specialized materials, equipment and/or commercial services with medium to high levels of complexity and value and independently providing support for multiple facilities and/or projects. Defines contractual requirements, negotiates terms and conditions and ensures compliance with customer contract requirements, applicable commercial regulations and EnergySolutions’ policies and procedures.  Leads sourcing and procurement negotiation in support of facility/project operations.

 

·         Works closely with manufacturing operations team to procure raw metal materials, machined or fabricated components and other value-added services to support the overall manufacturing production schedule.

·         Ability to read engineering drawings of machined and fabricated sheet metal parts and understand technical specifications of purchased parts

·         Selects appropriate goods or services for purchase in response to an applicable purchase requisition and negotiates the purchase and delivery of such goods or services.

·         Reviews requisitions and specifications to ensure adherence to quality assurance requirements.

·         Conducts competitive and noncompetitive procurements, evaluates vendor proposals, determines offer responsiveness, responsibility and eligibility for award and provides support for discussions and negotiations.

·         Responsible for coordinating, developing, and producing requests for proposals, purchase agreements, change orders, pricing/sourcing justifications, price /cost analysis and supporting file documentation in accordance with company policies and procedures.

·         Negotiates terms and conditions with suppliers or subcontractors.

·         Ensures cost or price analyses are conducted and adequately documented to ensure fair and reasonable prices.

·         Negotiates changes to subcontracts and purchase orders that may occur during the course of performance.

·         Coordinates with technical contact to develop pre-award source selection strategy and plans.

·         Acts as the primary point of contact for all contract functions related to each award.

·         Supports one or more customers and providing a full range of procurement services.

·         Interface with suppliers to negotiate pricing and terms and conditions exceptions, ensure on-time delivery performance, and resolve issues in a timely manner.

·         Close-out of subcontracts.

·         Performs other duties as assigned.

Job Requirements

·         Possesses a high level of knowledge and experience applying standard procurement practices and procedures, as well as a general knowledge of other business processes.

·         Extensive experience applying and demonstrating advanced procurement knowledge in solving a wide range of complex problems.

·         Advanced knowledge of Enterprise Business System Procurement applications

·         Extensive experience of Quality Assurance procurement processes

·         Basic understanding of accounting principles, financial transactions, and allocation methods

·         High proficiency using Microsoft Office products, particularly Teams, Word and Excel

·         Ability to successfully make quick decisions without circumventing procurement policy and procedure.

·         Strong written and verbal communication skills

·         Ability to work as a team member, and also work independently with little coaching

·         Ability to adapt and work on varying assignments

·         Strong negotiation and conflict resolution skills

·         Demonstrated ability in multitasking and working in a fast paced environment

·         Demonstrated strength with relationship management

·         Working knowledge of SAP S/4 Hana Enterprise Business System preferred

·         Excellent organizational, time management and follow-up skills required.

Minimum Qualifications and Years of Experience

Education:

·         Bachelor's degree in Supply Chain Mgmt. or Logistics preferred

 

Required Experience:

·         6 years of supply chain manufacturing or EPC procurement experience

·         6 years experience with a Oracle or SAP procurement system

 

Preferred Experience:

·         6 years experience in the acquisition of EPC subcontracted services in a project environment or the acquisition of quality significant goods and services in a nuclear environment

·         6 years experience with a SAP S/4 HANA procurement system

 

Preferred Certifications:

·         CPSM or CPCM
