Description

·         Supports the Clive compliance department in areas of License and Permit applications and modifications, procedures, required reports, and regulatory reviews.  Designs, develops, and implements customized technical documents for these purposes. Fulfills requirements for obtaining licenses and permits. Ensures that current licenses and permits are compliant with environmental regulations to guarantee that the facility can continue to receive waste.

·         Performs activities associated with Environmental Compliance for the Clive Facility.

·         Implements policies, plans and procedures related to air, water and land systems in accordance with organization and governmental rules and regulations.

·         Satisfies the necessary requirements for obtaining licenses and permits.  Composes documents required for submittals of various License and Permit modifications and amendment requests.

·         Updates licenses and permits to conform to changes in regulations.  Researches and prepares documentation for the implementation of new and/or revised regulatory requirements.

·         Updates intraweb and site files as needed upon the approval of License and Permit modifications.

·         Prepares letters to the mailing list regarding Permit revisions and modifications.

·         Assists compliance managers in performing site environmental compliance inspections.

·         Assists compliance managers with the preparation of required annual, quarterly, and monthly reports in the areas of solid and hazardous waste, radiation control, environmental, groundwater quality, and air quality.

·         Prepares monthly shipment reports for regulatory submission, including gathering the information, resolving discrepancies, and preparing the report.

·         Provides backup for the Environmental Engineer on Waste Profile Record evaluations, analytical report evaluations, treatment formula preparation, risk assessments, and treatment approvals.  Provides backup for other compliance manager positions as needed.

·         Reviews and edits reports and other various items prepared by personnel or contractors prior to regulatory submittal.

·         Designs, develops and maintains technical documentation necessary to maintain compliance with Licenses and Permits.

·         Maintains database to ensure regulatory information is up-to-date and retrievable.

·         Identifies short-term and long-range environmental issues that must be addressed.

·         Evaluates operations and makes recommendations to reduce waste or pollution.

·         Communicates with staff at regulatory agencies.  Works closely with regulators resolving issues that arise.  Interacts with state and federal regulators.

·         Maintains a safe and clean working environment by complying with rules, regulations and procedures.

·         Provides training to personnel on new License and Permit requirements, as needed.

·         Ability to work both independently, with little supervision, and in a team environment

·         Ability to work on many tasks at one time and to prioritize time as needed

·         Administers and manages the current licenses and permits for the facility.

·         Evaluates permits and license to ensure they are compliant with current regulations.

·         Writes changes or requests changes to licenses and permits.

·         Serves as subject matter expert for specific changes to permits and licenses.

·         Performs other duties as assigned.

Job Requirements

·         Strong verbal and written communication skills

·         General knowledge of biology, chemistry and the physical/natural sciences

·         Intermediate mechanical skills (manual dexterity)

·         Ability to work with engineers, scientists, computer specialists, regulators, software developers, and operations staff

·         Intermediate to advanced knowledge of  Microsoft Office products and their use

·         Intermediate knowledge of data entry tasks

·         Ability to understand and apply government regulations related to hazardous materials and wastes

·         Ability to review data and identify trends

·         Demonstrated expertise with a variety of technical writing tasks, ranging from editing prepared text to drafting original reports.

·         Ability to understand complex information and communicate it in written form (e.g., memos, reports, brochures, etc.) for a variety of audiences

·         General understanding of environmental regulations

·         Ability to sit

·         Ability to effectively communicate; speaking, reading, understanding, writing and hearing clear English; pass audiogram in hearing conservation program as required by location

·         Basic math and computer skills

·         Ability to work inside an office

·         Ability to perform highly repetitive motions with fingers, hands, wrists, and shoulders

·         Ability to work alone, work with others, and interact with the public

·         Ability to perform under deadline pressure

·         Ability to understand and follow basic instructions and guidelines

Minimum Qualifications and Years of Experience

Education

·         Bachelor's degree required in science or engineering or 4 years of equivalent experience

 

Certifications

·         Ability to obtain certifications, site/facility qualifications/credentials and security clearances required for assigned work [e.g., Department of Labor (DOL) certification, trichloroethylene (TCE) monitoring training, radiation worker training]

 

Required Experience

·         A minimum of 5 years of experience in radioactive/hazardous waste management

 

Preferred Experience

·         5 years of licensing and permitting experience
