Description

·         Is responsible for supporting and coordinating the development, production and submittal of proposals and related documentation to existing and prospective customers with the objective of winning contract work to ensure continued company financial health.

·         Supports the proposal process through to delivery, which includes overseeing multiple technical authors and personally overseeing development of major proposal sections [e.g., Experience, Past Performance and Key Personnel; Management; Regulatory Compliance; Environment, Safety and Health (ES&H); and Quality Assurance (QA)].

·         Prepares proposal document outlines and tailored templates using standard formats based on specific solicitation requirements.

·         Works with Operations personnel to ensure proposal documentation is responsive to, and compliant with, customer requirements. Ensures quality standards are in line with winning proposals.

·         Ensures other proposal-related documentation [e.g., proposal draft and final documents, teaming agreements, nondisclosure agreements, memoranda of understanding (MOUs) and capture memos] are prepared, submitted and filed appropriately.

·         Works with business development managers to identify key proposal resources, relevant projects and key personnel.

·         Participates in team strategy meetings, performs pre-Request for Proposal (RFP) research and helps define capture strategies and prepare capture plans.

·         Thorough review of RFPs to determine requirements for preparing a compliant proposal. Distributes RFPs to key proposal team members and coordinates with internal groups such as ES&H, QA and Contracts on reviews of the RFPs. 

·         Prepares compliance/assignments matrices and proposal schedules to coordinate activities of the proposal team.

·         Holds kickoff proposal meetings and coordinates with proposal team to ensure interim and final deadlines for proposal production are met.

·         Ensures appropriate proposal review and approval in compliance with governing Limits of Authority.

·         Ensures the proposal process is managed in a disciplined way and applies a graded approach to the process as appropriate.

·         Develop win themes for proposals.

·         Ensures distribution of proposals to customers and internal stakeholders. 

·         Requests debriefings from customers.

·         Updates and archives project experience and resume information as boilerplate information for use on future proposals.

·         Manages SharePoint sites for proposals.

·         Updates and maintains CRM system (Salesforce) and proposal libraries.

·         Supports senior proposal staff on larger proposal efforts.

·         Responsible for the quality of their own work and satisfying customer (internal and external) specifications.

·         There is no direct supervision of other workers at this level.

·         Performs other duties as assigned.

Job Requirements

·         Strong verbal and written communication skills

·         Proven ability to manage and win federal and/or commercial proposals up to $5 million in value (without direct supervision)

·         Advanced time management skills and proven ability to manage deadline-driven assignments to completion

·         Proven ability to proofread and edit documents for grammar, clarity and consistency to ensure client requirements are met

·         Basic ability to work in a high-stress environment that may occasionally require after-hours, weekend work and travel to other office locations

·         Proven ability to prepare RFP-compliant and technically accurate written materials and to make proposals interesting, compelling and persuasive

·         Detailed knowledge of the use of Microsoft Office products

·         Working knowledge of graphics applications and desktop publishing software

·         Ability to work independently and serve actively as part of a team

·         Ability to perform under deadline pressure

·         Ability to effectively communicate; speaking, reading, understanding, writing and hearing clear English; pass audiogram in hearing conservation program as required by location

·         Basic math and computer skills

·         Ability to work inside an office

·         Ability to perform highly repetitive motions with fingers, hands, wrists, and shoulders

·         Ability to work alone, work with others, and interact with the public

·         Ability to understand and follow basic instructions and guidelines

 

Minimum Qualifications and Years of Experience

Education

·         Bachelor's degree required in communications, English, business, engineering or science

 

Certifications

·         None required

 

Required Experience

·         A minimum of 5 years of experience in writing, managing and/or coordinating U.S. Department of Energy or other federal or commercial proposals in response to formal requests for proposals

 

Preferred Experience

·         Nuclear industry experience

·         Previous experience with a CRM system
